Job Description
This role will be responsible for providing technical support and management for compliance at six depots across the Highlands and Islands. A key responsibility will be ensuring ongoing Lower Tier COMAH compliance for sites in Montrose and Scapa. The Engineer will be tasked with scheduling and overseeing routine maintenance and repairs. Assisting the design of new engineering terminals and managing contractors to maintain safety standards. The position involves a standard work week of 40 hours with a potential out of hours availability, as needed.
Key Objectives
To protect company from prosecution from the competent authorities HSE and SEPA for the terminals and engineering projects

The business continues to work by only deploying laid down company safe systems of work and operate within set legal industry legislation for our industry e.g., Ship to shore terminal procedures
To protect the company from any restriction imposed on Terminal compliance via competent authorities i.e. no immediate improvement notices that could lead to restrictions on operation terminal capacity. Company has to stay compliant
To protect company from adverse publicity that could affect reputation. E.g., doing all that is reasonably practical to prevent accident damage, spillage into the environment for the business terminals
Engineering Based Tasks
Organising tank and pipework inspections within time period as per EEMUA and API rules
Above using contract agreements such as ABB, but required to select inspection companies
Assessing and following up the required recommendations resulting from inspections
Setting up Engineering Projects including negotiating costs
Arranging major maintenance requirements such as painting, tank inspections
Carrying out site inspections to assess work that may be required to maintain standards. (for Scapa this has largely been handed over to the site)
Organising Meter proving and plant hose testing at various sites
Organising repairs to equipment in a timely manner
Major projects - To attend for duration on site as contractors should not work without direct supervision. For Scapa it is a mixture of attending site to start off work and then supervision done locally
General Tasks
Assist with oil loss investigation and explanations
Compile local plant procedures along with emergency procedures
Arrange training for plant work e.g. quayside work, confined space entry etc. (not Scapa can now organise this themselves)
Oversee all aspects of work and operations at Scapa, and support to Montrose Investigate incidents as required to root cause and recommend actions
Operate a system of work control procedures to ensure the safe working of all tasks and projects. e.g. Method Statements, Risk Assessments and Work Permits. Review Contractors method Statements and Risk Assessments
Engineering advice for Service Stations if required. Possibly site visits required
Working with MTIS and PTPQ documents resulting from P66 audits for Scapa and Montrose
